Labour amendment bill set for Imminent Passage: state minister

29 units to get green factory award

The amendments to the labour act, set to be passed shortly, will address key recommendations from the European Union, United States, and the International Labour Organisation (ILO), particularly focusing on ensuring labor rights, state minister for labour and employment Md Nazrul Islam Chowdhury said on Saturday.

He said that the amendments to be passed during the next parliamentary session on May 2.

Once the labour law is amended, it will align with most of the demands outlined by the EU, US, and ILO, the state minister said.

Speaking at a press briefing held at Shama Bhaban in the city, Nazrul Islam stated, “We are confident that the amendments will meet the requirements laid out in the EU, US, and ILO action plans.”

The press briefing, organised by the labour ministry, took place ahead of the National Occupational Health and Safety day, which is to be celebrated on Sunday.

During the briefing, the state minister also revealed the names of 29 factories nominated for the ‘Green Factory Award-2023,’ recognising their adherence to workplace safety standards and good practices.

The speaker of parliament, Shirin Sharmin Chaudhury, will present the awards to the selected companies from 12 sectors at a ceremony to be held at the Bangabandhu International Conference Centre in the city on Sunday, coinciding with the National Occupational Health and Safety (OHS) Day celebrations.

The ‘Green Factory Award’ initiative was introduced in 2020 to promote a culture of Occupational Health and Safety (OHS) in workplaces.

State minister further disclosed that the ministry is actively working on establishing an Employment Department and developing a comprehensive database of workers to ensure skilled migration and prevent the deployment of unskilled labor abroad.

Responding to questions, Abdur Rahim Khan, Inspector General of the Department of Inspection for Factories and Establishments (DIFE), revealed that there are approximately 0.22 million unregistered factories and establishments nationwide, while 81,304 are registered with the DIFE.

In the fiscal year 2022-23, DIFE issued new licenses to 10,205 factories and establishments and renewed licenses for 31,338.

Additionally, 1,148 factories and establishments faced legal action for various non-compliance issues, with 4,393 complaints resolved.

The 29 factories shortlisted for the ‘Green Factory Award-2023’ span across 12 sectors, including 14 textile and readymade garment factories, four tea estates, four leather (tannery) and leather goods manufacturers, two cement plants, as well as representatives from the plastic, food and beverage, pharmaceuticals, and tiles and ceramic sectors.

The factories are: AR Jeans Producers Ltd, Mahmuda Attires Ltd, Evitex Dress Shirt ltd, Designer Fashion Ltd, Southern Garments Ltd, Pakiza Knit Composite Ltd, Epyllion Knitwears Ltd, Laila Style Ltd, GMS Textile Ltd, Genesis Fashions Ltd, Auko Tex Ltd, Four H Dyeing and Printing Ltd, Envoy Textiles Ltd and Pahartali Textile and Hosiery Mills.

Mirzapur Tea Garden, Chatlapur Tea Factory, Zareen Tea Garden, Gazipur Tea Garden will be awarded from tea sector.

Bata Shoe Company (Bangladesh) Ltd, Apex Footwear Ltd, FB Footwear Limited from leather (finished goods), SAF Industries Ltd from leather (tannery) categories will be awarded.

The rest of the factories included Lafarge Holcim Bangladesh Limited, Heidelberg Cement Bangladesh Limited, Banga Building Materials Ltd, Beximco Pharmaceuticals Ltd, Shinepukur Ceramics Ltd, Walton Hi-Tech Industries and Akij Food and Beverage Ltd.
